Head of the Communications and International Affairs Department, Permanent Electoral Authority of Romania
Ingrid Bicu is currently serving as Head of the Communication and International Affairs Department within the Permanent Electoral Authority of Romania. Ms Bicu coordinates the activities of the electoral bureau for Romanian citizens living abroad, contributing significantly to the successful implementation of the mail voting system. Previous affiliations include the Romanian National Intelligence Academy and the Open Source Centre within the Romanian Intelligence Agency.
In her ten years’ experience in the intelligence field she participated in various national and international training programs and events on topics related to OSINT, intelligence analysis, strategy, intelligence management, international cooperation, regional and global security. Ms Bicu has also contributed as lecturer and expert in the fields of knowledge management, competitive intelligence, and collaborative IT solutions. She holds a bachelor’s degree both in Law and in Communication and Public Relations.
This panel will discuss the responsibilities of specialised agencies and institutions in securing voting processes, as well as the trustworthiness and transparency of electoral institutes. Moreover, the question of whether Western nations have the understanding and resources required to counter mis- and disinformation will be considered.
